Across the 4,242 plans we can compare, the change that moved against the most members is Part D drug deductible — worse on 2,804 plans and better on 598. The only categories where more plans improved than worsened: Monthly premium, Inpatient hospital, Primary care copay.

Every row counts plans, not dollars and not members. A plan that raised its drug deductible and cut its dental allowance is counted on both rows, so the rows do not add up to a number of plans.

A change counts as “material” by our published thresholds — these are this site’s criteria, not a CMS definition, and a change below the threshold can still matter to you. Comparison covers plans that kept the same plan ID from 2026 to 2027. 1,345 of the 7,973 plan segments filed for 2027 have no 2026 counterpart under the same plan ID (17%). CMS’s 2027 crosswalk records what became of them — renewed under a new ID, consolidated into another plan, or genuinely new — but a benefit comparison needs the same plan ID on both sides, so they are not counted below.
